
In a significant law enforcement operation, federal and local authorities have arrested six members and associates of the Hoover Criminal Gang in South Los Angeles, following a 31-count indictment alleging extensive sex trafficking of minors and young women along the notorious Figueroa Corridor. The indictment includes serious charges of racketeering conspiracy, with accusations of using force, fraud, or coercion to exploit vulnerable individuals, including runaways and those from the foster care system.
The operation marks the first major takedown of a sex trafficking network in the Figueroa Corridor, an area long recognized for its association with prostitution. The lead defendant, Amaya Armstead, 25, also known as “Lady Duck,” is accused of trafficking a 14-year-old girl. Other defendants range in age and include individuals from various areas, all facing multiple charges related to sex trafficking, drug trafficking, and firearms offenses.
According to the indictment, from February 2021 to August 2025, the gang controlled significant aspects of sex trafficking in the area, managing and promoting prostitution. Victims were often coerced into compliance through intimidation, violence, and manipulation, with many being branded with tattoos as a form of ownership. The defendants reportedly utilized social media to recruit new victims, focusing on young women and minors facing financial or emotional hardships.
The investigation was bolstered by collaboration between multiple agencies, including Homeland Security Investigations and the Los Angeles Police Department, highlighting the federal government’s commitment to dismantling these violent criminal enterprises. Acting United States Attorney Bill Essayli emphasized the importance of holding these criminals accountable, particularly given the lack of meaningful consequences under state law.
If convicted, some of the defendants could face mandatory minimum sentences of 15 years in federal prison, with the possibility of life imprisonment for the most severe charges.
