As New York City gears up for a monumental shift in its entertainment landscape, hip-hop mogul Jay-Z is looking to make his mark by entering the casino industry. Through his company, Roc Nation, Jay-Z has teamed up with Caesars Entertainment and SL Green Realty on a bid to establish the city’s first casino in Times Square, pledging a remarkable $250 million for community investments over the next decade.
New York City, famously known as the city that never sleeps, thrives on its nightlife, which generates billions in revenue annually. However, despite its world-class bars, clubs, and theaters, the city has never had a casino—until now. With plans to issue three new gaming licenses, the stage is set for a historic expansion of entertainment options, and Jay-Z is at the forefront of this movement.
The idea for a Times Square casino was sparked during a casual encounter at a Brooklyn Nets game between Jay-Z and Marc Holliday, the chairman and CEO of SL Green Realty. After Holliday proposed the concept of a casino in collaboration with Caesars, Jay-Z’s interest was piqued, leading to the formation of this ambitious partnership. Roc Nation has a history in the gambling space, having operated a casino inside its Las Vegas 40/40 Club back in 2008 and holding a stake in Fanatics Betting.

Desiree Perez, CEO of Roc Nation, expressed her enthusiasm for the project, noting, “It’s something we can do really well because it lives squarely in the world of entertainment.” She emphasizes that the casino’s development will prioritize community benefits, aligning the interests of developers with those of local residents.
Despite the excitement, the decision to introduce casinos to New York City is not without its detractors. Recent polls indicate that around 71% of Times Square residents oppose the initiative. However, Perez remains optimistic, framing the conversation around the inevitable nature of the licenses. “We understand that some people just don’t like casinos, but if one were to come anyway, what would you want them to help you with?” she explained, highlighting the importance of community engagement in the planning process.
As part of their proposal, Roc Nation, SL Green, and Caesars have committed to investing $250 million over ten years into community benefits for Broadway and public health and safety in Times Square and surrounding neighborhoods. Additionally, they plan to contribute 0.5% of the casino’s revenue in perpetuity to the West Side Community Fund, ensuring long-term support for local residents.
In an innovative twist, the partnership has also collaborated with Cadre founder Ryan Williams to allow local households to invest in the casino with a minimum stake of $500. This initiative aims to empower community members and provide them with a stake in the lucrative project.

If Roc Nation’s bid is successful, community payments will begin immediately, although residents will have to wait at least three years for the renovations to be completed. Perez emphasizes the importance of accountability for companies receiving such valuable licenses, stating, “Shouldn’t they be giving back to the community, offering the best possible package for New Yorkers?”
As Jay-Z and his partners navigate the complexities of this groundbreaking venture, the implications for New York City’s entertainment scene are profound. The introduction of a casino in Times Square could redefine the landscape, blending the vibrant nightlife with new opportunities for economic growth and community development.
