The U.S. Department of Labor has announced a significant initiative aimed at supporting the reintegration of formerly incarcerated individuals into the workforce, allocating approximately $81 million in grant funding. This funding is designed to facilitate training and employment opportunities in skilled trades and other high-demand industries.
The initiative, known as the Reentry Employment in Skilled Trades, Advanced Manufacturing, Registered Apprenticeships, and Training (RESTART) program, prioritizes providing formerly incarcerated individuals with the skills necessary to secure stable employment. Notably, the department will focus on applicants that emphasize shipbuilding and those collaborating with Registered Apprenticeship program sponsors.
U.S. Secretary of Labor Lori Chavez-DeRemer stated, “Through our RESTART Program, the Labor Department is offering Americans with a criminal background an opportunity to learn in-demand skills and find mortgage-paying jobs.” She highlighted the commitment of the administration to foster a skilled workforce that can drive economic growth and promote self-sufficiency among every American worker.
The RESTART grants, administered by the Employment and Training Administration, will offer various training services, including pre-apprenticeships, work-based learning, AI and digital literacy training, and credential attainment. A particular focus will be placed on integrating participants into Registered Apprenticeship programs.
The Department of Labor plans to fund up to 20 RESTART projects across the nation, with around $30 million earmarked for national or regional organizations serving youth and young adults. Individual grants could be as high as $5.1 million, while additional funds will be distributed to states, territories, and tribes to support local projects that align with the Workforce Innovation and Opportunity Act.
