In a groundbreaking initiative aimed at transforming lives and reducing recidivism, New York City Mayor Zohran Kwame Mamdani has announced the expansion of the “Next Mile NYC” program to Rikers Island. This innovative program focuses on providing incarcerated individuals with access to job training and employment opportunities, helping them secure high-paying jobs upon their release.
The “Next Mile NYC” program will partner with Emerge Career to offer eligible participants a comprehensive 40-hour online training course for obtaining a Commercial Driver’s License (CDL) while still in custody. After their release, participants will complete hands-on instruction and testing, creating a seamless transition from incarceration to stable employment. Notably, three individuals who began training while incarcerated have already received conditional job offers.
“Expanding Next Mile NYC to Rikers Island will create real pathways from incarceration to stable, well-paying jobs,” Mayor Mamdani stated during the announcement. “This effort reflects our administration’s belief that public safety comes from opportunity and investment in people — not just incarceration — while restoring dignity through meaningful work and building a safer, more just city.”
MOCJ Director Deanna Logan emphasized the importance of stable employment as a predictor of success upon reentry into society. “By equipping participants with in-demand skills and connecting them directly to employers, individuals are exiting cycles of incarceration and returning to neighborhoods with a stronger workforce foundation,” she explained.
With a substantial investment of $2.9 million for Fiscal Year 2026, the program aims to serve nearly 300 additional participants, building on the success of a pilot program that served 20 individuals in 2025. Since its launch, Next Mile NYC has already achieved impressive results: 266 participants have earned Commercial Learner’s Permits, 99 have obtained their CDLs, and 64 have secured full-time employment with an average salary of $90,200. Importantly, none of the participants have reported being rearrested.
The expansion of the program began in February 2026 at the Rose M. Singer Center Enhanced Supervised Housing (RESH) Annex, with plans to establish additional sites at the Eric M. Taylor Center and the Rose M. Singer Center.
Next Mile NYC aims to tackle the dual challenges of expanding economic opportunity for justice-involved individuals and addressing workforce shortages in critical industries, such as trucking. With formerly incarcerated individuals facing unemployment rates significantly higher than the national average, this program serves as a vital link to stable, family-sustaining wages.
In addition to the CDL training, Next Mile NYC is part of a broader set of educational and vocational programs available at Rikers Island, which includes high school equivalency and college-level courses, as well as training in various trades such as horticulture, barbering, cosmetology, culinary arts, and more.
